You are not charged for HOLD status registrations. Since you have not collected from them yet, we do not charge until or if they become Active. If they pay you some other way, for example direct to your Paypal account using your Paypal email, you should change their status to Active, enter their Paypal payment See: Attendee maintenance
and send them a confirmation.
